Nilah Miller is the TERO Director (Tribal Employee Rights Office), and an enrolled member of the Umoⁿhoⁿ (Omaha) Tribe of Nebraska. Nilah holds an undergraduate degree in Legal Studies from Bellevue University. Currently pursuing a Master of Legal Studies in the Indigenous Peoples Law program at the University of Oklahoma, College of Law.
WHAT IS TERO? TERO stands for Tribal Employment Rights Ordinance or Office. The Omaha Tribe of Nebraska Tribal Ordinance, Title 27 of the Omaha Tribal Code of Laws, addresses contracting and subcontracting, and establishment of the Tribal Employment Rights Office and its requirements. TERO intends to achieve employment and training opportunities for the local Native American workforce.
Our Mission Statement is: “The mission of the T.E.R.O Program is to assist the Omaha Tribe of Nebraska in developing effective Indian Preference Laws and T.E.R.O Programs and to ensure that the Native People receive their basic entitlement to employment opportunities on and near the Omaha Tribe reservation”.
